As a fundamental pillar of social order and human dignity, citizenship rights require robust normative underpinnings. Given the growing social harms stemming from the evasion of the law and a lack of legal awareness, this study aims to elucidate the jurisprudential foundations that necessitate the teaching of citizenship rights. The significance of this research lies in addressing the theoretical gap regarding the connection between Imami jurisprudence and the modern education system, with the ultimate goal of preventing the violation of the rights of others (*huquq al-nas*). Employing a descriptive-analytical approach and drawing upon library resources—including Quranic verses, traditions (*hadith*), and jurisprudential maxims (such as the duty to "guide the ignorant," the obligation to "disseminate knowledge," the requirement to "attend to the affairs of Muslims," the principle that "the prerequisite of an obligatory act is itself obligatory," and the necessity to "avert potential harm")—this study analyzes the data and applies these foundations to the educational system. The findings indicate that the dynamic nature of Imami jurisprudence not only permits the teaching of citizenship rights but affirms it as a structural necessity. حقوق شهروندی به عنوان یکی از ارکان بنیادین نظم اجتماعی و کرامت انسانی، نیازمند پشتوانه های محکم هنجاری است. با توجه به گسترش آسیب های ناشی از قانون گریزی و جهل حقوقی در جامعه، این پژوهش با هدف تبیین مبانی فقهی ضرورت آموزش حقوق شهروندی نگاشته شده است. ضرورت این تحقیق در پر کردن خلأ نظریِ پیوند میان فقه امامیه و نظام تعلیم و تربیت مدرن جهت پیشگیری از تضییع حقوق الناس معنا می یابد. این پژوهش با رویکردی توصیفی-تحلیلی و با بهره گیری از منابع کتابخانه ای و استناد به آیات، روایات و قواعد فقهی (همچون قاعده ی «ارشاد جاهل»، «نشر علم»، «اهتمام به امور مسلمین»، قاعده «مقدمه واجب» و «دفع ضرر محتمل») به تحلیل داده ها پرداخته و مبانی مزبور را بر نظام آموزشی تطبیق داده است. یافته های پژوهش نشان می دهد که فقه پویای امامیه نه تنها با آموزش حقوق شهروندی مخالفتی ندارد، بلکه آن را به عنوان یک ضرورت ساختاری تایید می کند. صیانت از نفوس، اعراض و اموال از منظر فقهی نیازمند آگاهی بخشی عمومی است؛ لذا قواعدی چون مقدمه واجب، وجوب دفع ضرر محتمل و حرمت کتمان علم، آموزش حقوق شهروندی را از تکالیف قطعی حاکمیت و نظام آموزش و پرورش می سازند. آموزش و ترویج حقوق شهروندی در بستر آموزش و پرورش، فراتر از یک ضرورت تربیتیِ صرف، یک «واجب شرعی و عقلی» در راستای اجرای عدالت اجتماعی، پیشگیری از جرایم و صیانت از حقوق عمومی است. دستگاه تعلیم و تربیت موظف است با نهادینه سازی این معارف، زمینه ساز تحقق جامعه ای قانون مدار و مبتنی بر کرامت انسانی گردد. https://jmirl.apadana.ac.ir/downloadfilepdf/2814728
